BTW, the feature values you are talking about are in ChEBI 'roles'... therefore, I suggest to have a look at how CHEMINF annotates a chemical compound as a solvent: http://groups.google.com/group/cheminf-ontology/browse_thread/thread/7b336f1b0844434f It uses the OBO predicate has_role, and points to a class in the ChEBI ontology.
